Postal Changes

Postal Changes
November 23, 2008
Move Update Standards and NCOA
  • Beginning Nov. 23, 2008 the U.S.P.S. will require Move Update (including NCOA) processing on all Standard Class Mail as well as 1st Class Mail.
  • In addition, the minimum frequency of Move Update processing will change from 185 calendar days to 95 days. In other words, your mailing file will need to be run against the U.S.P.S. file every three months or so.
  • These standards will result in better address quality and reduce the amount of undeliverable mail. In turn you will realize greater savings in postage.
March 29, 2009
Flat Mail Design Change
  • Beginning March 29, 2009, the address block location for Flat Mail must be in the top half of mail piece (reference: DMM.302 Elements on the face of a mail piece).
  • This design change will enable the U.S.P.S. to utilize the Flats Sequencing System (FSS) to increase the efficiency and speed of Flat Mail delivery.

May 2009
Intelligent Mail Barcode
  • Incorporates Delivery Information, Mail Tracking Information, ACS Information, Mailer ID and Serial Number into a single barcode on mail piece.
  • Allows additional room for advertising copy on mail piece by consolidating postal information into single barcode.
  • Enables mail to be tracked up to point of delivery.
  • Required for Postal Discounts beginning May 2009.

It would be our pleasure to answer any questions you may have regarding Postal Requirements. Please contact your Sales or Client Service Representative with any questions regarding U.S.P.S. standards.
